Are They The Same Man?

The latter of the two photographs are reported to be the same man. The top picture was given to Reggie Anne Walker-Wyatt from a citizen of Choctaw County, Mississippi and is said to be Frank James. The other portion of the photo (not seen here) is said to be Jesse James.
